Cobham is seeking a Strategic Procurement Manager (Integration Management Organization) who will report to the VP of Supply Chain. The Strategic Procurement Manager will develop and lead strategic procurement and sourcing initiatives of the integration team; define, implement and conduct robust sourcing analysis, develop commodity strategies, partner with sites on implementation plans in support of the business' and integration planned synergies. The Strategic Procurement Manager will also lead the implementation of effective commodity based supplier management processes capable of achieving quality, cost, delivery and inventory improvements throughout the strategic supply chain network, in support of business goal. The IMO team will be based out of Lansdale, PA. This role will be based out of Lansdale, but will require significant travel.
Evaluate tactical & strategic procurement processes & operational performance of sites, perform gap analysis, and identify performance improvement plans.
Assure policies, procedures and other documentation are followed to ensure consistent and compliant supply chain integration. Ensure all integrations present little or no risk to customers, certified procurement systems and compliance.
Develop sourcing strategy.
Participate in organizational design activities.
Rationalize supply base of combined companies.
Evaluate supply chain data across joint businesses and develop procurement strategy by commodity.
Develop and implement a plan to achieve cost savings.
Establish partnering relationships with site procurement leadership to implement cost savings plans.
Apply SOF principles to build and manage effective supplier management processes and strong supplier relationships and partnerships.
Work with Cobham Commodity Sourcing Leaders to implement sourcing strategies for externally procured parts and services under Cobham Category Management.
Conduct professional bids and tenders and implementing new or modified sources of supply in accordance with agreed strategies, including drafting and negotiating the terms of contracts and agreements in accordance with Cobham standards.
Develop and implement supplier evaluation, supplier audit and supplier development processes and tools.
Contribute to the definition of Small Business Administration / Small Business Participation plans as required by US Government Contracting rules.
Derive and monitor total cost of ownership and cost reduction targets, improving TCO and controlling Purchase Price Variances.
Ensure compliance with DoS / ITAR controls and DoD / FAR / DFAR regulations as required by US Government contracting rules.
Develop and manage a high quality supply chain capable of supporting the needs of the business unit with regard to cost, quality and delivery performance and in accordance with Make v Buy policy of the Business unit.
Minimum 15 years strategic and tactical procurement experience in a manufacturing environment.
Minimum 5 years leadership experience; including experience developing and implementing a strategic sourcing plan.
Minimum 5 years' experience with strategic sourcing and outsourcing.
Experience conducting post merger integrations.
Experience developing a procurement org, processes and KPI's.
Experience with the Federal Acquisition Regulation, contract law, and cost/price analysis techniques.
Experience identifying process, skill, and performance gaps; developing implementation plan to fill gaps including; establishing standard work, KPI's, and organization.
Must be able to travel minimum 50%, both domestically and internationally.
Must be eligible to obtain and maintain security clearance, which requires USA Citizenship.
Aircraft and Defense industry experience.
Certification in Certified Purchasing Manager (CPM) and Certified in Production and Inventory Management (CPIM) preferred, but at least one (1) certification is required.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
